Title 47, Part 68 of the FCC rules governs the connection of equipment to the public switched telephone network (PSTN). Part 68 contains rules concerning Hearing Aid Compatibility and Volume Control (HAC/VC) for telephones, dialing frequency for automated dialing machines, source identification for fax transmissions, and technical criteria for inside wiring.
Under Part 68, product connecting to the PSTN, must meet certain technical criteria for the prevention of harm to the network. The focus is on four particular harms;

Damage to network equipment
Malfunction of billing equipment
Degradation of service to customers
