Compatible Electronics was instrumental in product testing and certification filing of the majority of data modems on the market in the mid 1980s and through the 1990s.

Title 47, Part 68 of the FCC rules governs the connection of equipment to the public switched telephone network (PSTN). Part 68 contains rules concerning Hearing Aid Compatibility and Volume Control (HAC/VC) for telephones, dialing frequency for automated dialing machines, source identification for fax transmissions, and technical criteria for inside wiring.

Under Part 68, product connecting to the PSTN, must meet certain technical criteria for the prevention of harm to the network. The focus is on four particular harms;

  • Electrical hazards to operating company personnel

  • Damage to network equipment

  • Malfunction of billing equipment

  • Degradation of service to customers
